About the role:
The Head of Government Relations – Brazil is responsible for leading Confidencial (Apenas para Cadastrados)’s federal government relations strategy and stakeholder engagement agenda, protecting and advancing the company’s license to operate.
Based in Brasília, the role serves as Confidencial (Apenas para Cadastrados)’s primary representative with government stakeholders and policymakers, leading advocacy efforts on taxation, trade, market regulation, illicit alcohol and other policy issues relevant to the business and the beverage alcohol sector.
The role is responsible for shaping and executing public policy strategies, building high-impact relationships with key decision-makers, identifying risks and opportunities arising from legislative and regulatory developments, and influencing outcomes that support sustainable business growth.
Working closely with its peers, the Head of Government Relations acts as a strategic advisor to business leadership on political, regulatory and stakeholder developments that may impact the company’s operations and reputation.
Key Accountabilities
1. Federal Government Relations Strategy & Advocacy
Develop and execute Confidencial (Apenas para Cadastrados)’s federal government relations strategy in Brazil, ensuring alignment with business priorities and Corporate Relations objectives. Lead advocacy efforts on key public policy issues including taxation, trade, market regulation, illicit alcohol and sustainability-related topics.
2. Government Stakeholder Engagement
Build and maintain trusted relationships with senior government officials, policymakers, legislators, regulators and other public sector stakeholders at federal level. Position Confidencial (Apenas para Cadastrados) as a credible and constructive partner in policy discussions relevant to the industry.
3. Public Policy Monitoring & Risk Management
Monitor and assess political, legislative, regulatory and fiscal developments that may impact the business. Anticipate risks and opportunities and provide strategic recommendations to business leaders and Corporate Relations leadership.
4. Strategic Business Partnership
Act as a trusted advisor to senior leaders by providing insights into public policy developments, stakeholder expectations and emerging external trends. Ensure government relations priorities are integrated into business planning and contribute to sustainable growth objectives.

Qualifications and Experience Required
- Bachelor’s degree in Law, Economics, Business Administration, International Relations, Political Science, Public Policy or related fields.
- Postgraduate qualification, MBA or advanced degree preferred.
- Minimum of 10 years of experience in Government Relations, Public Affairs, Public Policy, Institutional Relations or related disciplines.
- Strong experience leading advocacy initiatives involving taxation, fiscal policy, regulatory affairs and trade-related issues.
- Proven track record engaging senior government officials, legislators, regulatory agencies and industry associations.
- Deep understanding of the Brazilian political, legislative and regulatory environment.
- Experience developing and executing complex advocacy campaigns and stakeholder engagement strategies.
- Excellent communication, negotiation and influencing skills.
- Strong project management and stakeholder management capabilities.
- Knowledge of the beverage alcohol industry is desirable.
- Fluent English required.
- Willingness to travel as required.
